Description: Maintain employee and retiree benefit coverages (approximately 1200 people), manage retiree billing that collects over $1 million per year into the insurance fund, conduct employee benefit orientations, coordinate open enrollment meetings and data, and communicate with employees, retirees, and benefit providers to resolve member issues.  All these functions are executed with minimal supervision. 

                                      

Qualifications:

  • Requires a high school diploma.
  • Requires 3 or more years of job-related prior experience.
  • Proficient in Microsoft Word and Excel.
  • Ability to write concise, relevant informative memos and emails to vendors, individual plan participants, and district wide staff
  • Ability to input data accurately and organize data into files.
  • Ability to communicate effectively with participants verbally or by email.
  • Ability to maintain positive interpersonal relationships.
  • Basic math skills required for benefit calculations.
  • Maintain confidentiality of benefits related data about staff and retirees.

 

Essential Job Functions include the following:

  • Maintain retiree monthly billing schedule for additions, changes in coverage and terminations which directly equates to over $1 million per year collected from retirees in to the insurance fund. This is about 10% of total insurance fund collections.
  • Enroll, change or terminate employee and retiree coverages on the various benefit provider website portals including medical, dental, vision, and COBRA
  • Review HR forms for all new hires (full-time, part-time, one day substitutes…) via Talent Ed for accuracy and completeness. Submit a “New Hire Checklist”, “Employment Declaration” form (pension), W-4 federal and state, and “Payroll Direct Deposit” form to Payroll Dept. in order for the employee to be paid.
  • Review HR forms for all terminations, new retirees and changes in benefit eligibility to update employee coverages and notify the Payroll Dept.
  • Create “new hire benefit packets” for HR to give to new hires
  • Schedule and conduct benefit orientation meetings with new hires.
  • Prepare annual “Open Enrollment packets and attend annual open enrollment meetings.
  • Schedule and coordinate with Benefits Supervisor the annual “Open Enrollment” meeting times and locations to employees and retirees
  • Receive questions from members and communicate verbally or by email to resolve their problems and/or educate them about their benefits
  • Communicate with various benefit providers or our insurance consultant to resolve member issues.
  • Reconcile COBRA reports for covered participants.
  • Maintain retiree benefit files, including contact data, mailing address, and banking information.
  • Distribute annual disclosure notices of creditable/non-creditable coverage to all employees and retirees.
  • Work with SISFIN software, maintain numerous Excel spreadsheets for retirees, new hires, COBRA, Medicare coverages and waived insurance for ACA reporting, CHIP notices, tax documents and other reporting purposes.
